Our team, led by experienced professionals Gary Wiggin and Douglas Hill, has decades of expertise in land development, project management and civil engineering. Each member brings unique skills from diverse projects. Wiggin specializes in land aquisition master planning and zoning, managing impactful projects, while Hill focuses on infrastructure, regulatory compliance, construction and environmental sustainability. Their leadership fosters collaboration, enabling the team to tackle complex challenges and deliver innovative solutions that exceed expectations. Get to Know Our Leadership Team.

With over 28 years of experience in civil engineering, land development, and real estate investment, Gary Wiggin is a registered professional engineer in Georgia and South Carolina. He has led high-end development projects and strategic initiatives that drive growth and advancement. Gary earned his Bachelor of Science in Civil Engineering from the University of New Hampshire in 1995. He began his career designing and permitting residential and commercial projects in New Hampshire and Massachusetts. In 1998, he joined Thomas & Hutton Engineering in Savannah, progressing to client manager and partner. During this time, he managed projects for notable clients like Craftbuilt Homes, Toll Brothers, and Reed Development, overseeing the development of luxury communities such as Berkeley Hall, Hampton Hall and Hampton Lake. In 2006, Gary led the land division at Reed Development, managing $400 million in assets and facilitating $125 million in land sales. In 2011, he founded Better Life Properties, focusing on single family rehabs, rentals and strategic investments. This entrepreneurial drive led to the creation of Liberty Street Development in 2016, specializing in commercial, industrial, residential, and multifamily projects from land acquisitions and zoning to construction.

Douglas Hill brings over 20 years of experience in civil engineering, land development, and project management to Liberty Street Development. He holds a degree in Civil Engineering from the University of New Hampshire and began his career as a Site Superintendent managing commercial and highway construction projects in New Hampshire.

In 2006, Douglas joined Reed Development in Bluffton, South Carolina, overseeing a 1,000-acre residential subdivision, a 165-acre freshwater lake, and a multi-million-dollar amenity package. In 2016, he became Land Development Manager for Pulte Group’s Coastal Carolinas division, managing residential projects from acquisition to completion, ensuring timely, budget-conscious delivery.

Since 2022, Douglas has served as Vice President at Liberty Street Development, focusing on single-family, commercial, and industrial projects. His expertise in project coordination, risk mitigation, and strategic planning delivers value-driven results for investors and supports community growth.

Douglas’s commitment to excellence and detail-oriented approach make him a vital asset to Liberty Street Development.
